Default Looking for title of cartoon from the 70's or '80's

I have a vague memory of a weird cartoon that I viewed in the early 80's. The only thing I really remember is that a character had a television for a head. When the character spoke, it would use film clips to speak. The main scene I remember is that the television head character was asked a question, it turned and used the Indiana Jones "Trust me" scene to speak.

Does anyone know what I am talking about?
