Basically, this newly released memo explains the Bush administration's definition of torture, which is that the torturer must "have the specific intent to inflict severe pain or suffering".
What a nice little tidy way out! If the intent of the interrogator is to extract information, then any pain and suffering is a side effect, a byproduct, and thus, not torture. Ta da!
At this point, this semantic tap dance bullshit isn't even surprising, and how sad is that?
